In 1973 in recognition of the award he received Omar Rayo in Sao Paulo, Brazil, the city donated the teacher Roldanillo ground in order that he developed an activity that contributes to create new spaces and possibilities for art. Omar Rayo was thus decided to found the Museum of Latin American drawings and engravings: The Lightning Museum. The following year the teacher went to Mexico and obtained the architect Leopoldo Gout, the draft and the model of what is now the museum. The design, inspired by Mayan architecture elements, consists of eight modules arranged in an octagonal'' L'', fulfilling all architectural requirements that you must have this type of entity, and providing, if necessary, its enlargement.

With funding from the National Corporation for Tourism, Cultural quota of parliamentarians and the Government of Valle del Cauca, in 1976, laid the foundation stone in 1980, total construction was completed in 1981 and became the official opening of the museum , which is built on a plot of 4,800 square meters on what was the old market square Roldanillo.

Since its formation period, the Lightning Museum Foundation was concerned about expanding their goals beyond the exhibition and preservation of Latin American artwork done on paper. That was how the museum extended its interests to the field of research, extension and teaching artistic techniques and the discovery and promotion of new values. Even more, concerned about different cultural events, the Museum organizes meetings and art competitions, has within the municipal library, and has its facilities with outdoor auditorium where they make presentations of theater, choir, dance and lectures.
